Do Dragonites always learn Draco meteor?

During community day tomorrow, I thought Dragonites might learn Draco meteor if i get some luck. You know it learns Hyper beam, Outrage, Hurricane randomly when it evolves. So i thought it's gonna be 25% to learn Draco meteor, hey? But one of my mates said every single dragonite will learn Draco meteor during community day. Who's right?

💯% chance of DM is how I understood the most recent in-game announcement.

All evolved dragonairs will have Draco meteor (“put those TM’s away trainers”)

My reading of Niantic's statement is that ANY dragonite you evolve during the 3 hour window is going to get draco meteor, not just dratini you caught during the event. So if you don't catch one with high IV in the wild tomorrow, you could evolve the best one you have sitting in your inventory.

I would personally not evolve the best one as DM is at the moment a strict downgrade from Outrage. DM is worth getting for collector purposes and for the chance 1-bar moves get buffed in the future, which would be a very logical thing to do for game balance, but at the moment it won't be as useful as having OR on Dragonite.

Agreed. But if you have over 200 dratini candy to start with, and figure in at least 70 more during the event, I would see no problem evolving an 84% IV dratini with 15 attack to get the DM move

I'm sitting here with 3 HB Dragonites and would love to have one with DM😀
