Can you use a TM on CD to get the move?

Sorry for the dumb question, but I recall talks about this during the Gengar raid thing and Niantic saying maybe, so I'm confused how this works now.

No, that was possible only during first (Pikachu) CD.

For Gengar raid day the question was whether evolved Gengar during the raid day window would grant the exclusive moves, which they finally did.
