Golem, as a weaker Rhydon in most cases, whose CP loses to Exeggutor by less than 1, is a decent attacker into Charizard.

Exeggutor level 39 100% IV CP: 2875.340
Golem level 39 100% IV CP: 2875.146

The 0.194 CP difference at this level doesn't affect the game, however, it affects on other levels like 34.

Golem with a moveset of double rock moves is really good against Charizard, this site explains that RT/AP does about 91% damage to Charizard, compared with Omastar with RT/RS. RT/SE does about 99%.

Mud Shot: DPS+0.75EPS=8.333+0.7511.667=17.083
Mud Slap: DPS+0.75EPS=10.714+0.758.571=17.143
Rock Throw: DPS+0.75EPS=13.333+0.757.778=19.167
In general, Rock Throw is the best, while RT>MSl>MSh.

Golem is definitely better than Rhydon in this case.

Finally we know what to do about those prevalent defending charizards, who are dominating almost all the gyms around.
Duffer me, i tried vaporeon in this case over and over, no wonder i repeatedly failed. I will walk golem for a double-rock moveset immediately.

Cool. You use my metrics to evaluate quick attacks. Just one comment on this:
Rock throw is better for another reason then DPS/EPS too:
(1) Golem is too small and to vulnerable to be a good defender.
(2) Because of (1), Golems only possible role in current meta is attacker or prestiger.
(3) For Attackers (and prestigers), a moveset with same type quick- and charged attack is preferable, because attacker chooses matchup.
(4) For a double Ground-moveset, Rhydon is simply better, it has better stats
(5) The only advantage golem has over Rhydon is its possible double-rock-moveset. As you state correctly, rock is double super effective against fire/flying, so the only preferable matchup atm is chaizard, in future maybe moltres.
