Anybody got a weird Giratina like this?

Yep! Any Giratina caught within the first hour or so of it being released ended up with the un-nerfed stats for it's Origin form instead of Altered form, hence the massive CP. Niantic quickly fixed it, and any Giratina caught after the fix had the appropriate stats for it's Altered form.

Note that if you power-up or trade this Giratina, it's CP will drop to what it should be.

I'd say keep it as is (aka don't power it up), as it's basically a "legacy" Mon as far as base stats are concerned that was only available for about an hour.

Does it actually have the gargantuan stats of an unnerfed Giratina-O or is the bloated CP purely cosmetic at this point?

They take an hour to fix bugs like this, but years to fix the dodge glitch.

The dodge glitch is likely nested so far deep in their net code they would need to shut down raids and gyms for like a week minimum to figure it out.

As a career programmer I agree that the dodge glitch is likely nested deep within their net code. I'm relatively certain it's de-sync between the gamestate data on your local device, whatever data is up in the air at any one time, and the data on the server.
There's no reason Niantic should have to shut down raids/gyms to figure this out. They should have a test server/platform if they're worth anything as a game development company. Despite their constant mistakes, the initial stability of the game makes me think that whatever dev's created this game know their stuff. I'd be more likley to attribute these mistakes to Niantic's explosive growth largely due to Pogo and the need to hire newbies who have never seen code API as complex as the skeleton of this game. Not saying the game is overly complex, just that reading and understanding another man's code well enough to competently change it is a real challenge.
By now I'm sure they've figured out WHY the dodge glitch exists, they just haven't fixed it because it's really hard to fix, or at least hard to fix without rebuilding the entire game from the ground up, which is also impractical because while rebuilding the game would probably fix everything, porting all of the current accounts across platforms would be a nightmare at best.

Yeah, I got one before they changed. My son even caught a 97.8 w/ 15 attack. If I had known they were going to change it so quickly, I would’ve sunk a lot of his rare candy into it and maxed it out before hand. Would’ve been cool

Powering them up brings them back to the "regular" CP, so that's not really a good idea if you want to keep the trophy

I asked this in one of the Bay Area Discord chats and I'm told it will function as the correct CP/IV but will display the incorrect CP until you power up or trade.
