I checked IV of my pokemons recently and it looks like I have only two mons with 100% stats. One of them is Blastoise with Water Gun and Ice Beam. Is there any reason to power it up, or there is just no practical use for him?

One of my few 100% IV Mons is a Blastoise with WG/HP. The A-rated attacking moveset. I have him powered up to level 36.5. He is badass!
And he is useless for the most part.
For far less work and candy an ok Vape can do what Blastoise can in a more efficient manner.
I keep my Blastoise maxed out as I think it's one of the coolest looking mons in the game. Sadly he's just outperformed by more common mons.
So no - there is no practical use for him that a more common mon can't do better.
Technically the best defensive moveset, but he seemed to get screwed more than Charizard or Venusaur with the CP rebalance. Just too low to use as a defender unless you can really push him near his max.
As an attacker, HP would obviously be better, but he's not a terrible generalist with that moveset. I've taken one around 1700 CP with WG/IB against Dragonite, Snorlax, and others with decent success as long as I dodge charge moves. But in that role, he's really just a lower CP, inferior Vaporeon (aside from the IB against Dragons).
What's the current CP?
