I think a year is way more time than needed for nantic to add a mechanism to even things out regarding poke stops and gyms , some cites is packed and some nothing at all , we really need a way to add pokestops and gyms that should have been a priority not the gym rework that may never even come or mount to anything

Adding portals in ingress is back?
They have started adding pokestops in my location, 2 more recently.
I log in Ingress and i see they have added much new portals (or whatever) in ingress and few of them are still missing from pogo, so i assume they will be also added
I was thinking ingress disabled feature to add new portals, have they bring it back???
Cus i could use it, in my city we have church that doesnt show in neither of maps, none pokemon, none ingress.
I never played ingress, so i have no idea how players added portals.

You are absolutely right, adding pokestops and gyms should have been priority number 1.
This is the reason why game lost all players in rural areas.
There just werent enough pokestops and gyms, especially pokestops.
But now they added 2 more and we have cluster of 4 pokestops and 3 stops you can spin without moving.
And ingress map shows that there is still chance to get one more (5th pokestop) and then you can spin 4 stops without moving.
5 pokestops is crazy, so i hope one would be turned into gym, then we would have 2 gyms in center of city and 4 pokestops.
Gym rework wont bring players back, it will only temporarily shake gym scene for current players and its affect will only last for moment before everything is back to normal stable shit, whatever the new shit will be.
I don't agree with you about gym rework. I stop doing gym fight at all. 1 spoofer and always placing Blissy to gym. If they ban spoofers and rework gym meta it will be good for me to fight back. I am the only instinct player in the city...
its hard to make by myself aganist spoofers 7 blissy 1 snorlax, dragonite and trynitar.
