Wobbuffet Question

What's up with the 0 Splash for the small attack? Carp have 0, but they evolve. (Maybe someone has already asked the question.)

Lol Wobbafet is purely a troll Pokemon. It's surprisingly tanky in the gym and really hope to catch a level 30 one someday just for that purpose.

Wobbuffet can only learn 4 moves in the original games.
Counter, Mirror Coat, Safeguard and Destiny Bond.
PoGo may have added Splash just for RNG.
