Which Zapdos to power up?

15 attack iv for attacker seems good :)

I have one with the exact same stats as your #2, and it's the one I went with. Powered mine up to 30 last night.

At level 30:
15h/13a/13d provides 2819 CP and 142 HP.
12h/15a/14d provides 2825 CP and 140 HP.

Higher attack and defense IVs will hit damage breakpoints with fewer power ups, while low stamina IV will just knock a few HP off.

I would choose first one instead. Zapdos already has high base attack stat 253 so adding 2 more points won't matter that much. Base HP is only 180 and it's Zapdos's weakest link.
