Which TTAR should I power up?

I have 2 TTAR and want to know which is worth the power up
2064cp 84.4iv 15/10/9 B/SE
2498cp 80.0iv 10/11/15 B/SE
THEY are extremely rare here.

I don't think any of these are worth the power ups, you could easily catch a better one.

BTW, how did you get the first one? By the stats you've posted, it's not possible from a raid catch or an egg hatch as the HP IV is 9.

Last 2 raided ones I've caught were 87% 2065cp 14a-14d-11s and 89% 2066cp 13a-15d-12s
If level 20, not sure if his IVs are posted correct on the first one, but I've been wrong before. Regardless, I think a 2064cp is fine for 20

Maybe the first so that you have two for Mewtwo raids, but as others have said, I would wait until the Mewtwo raids start in your area in case you get a better TTar
