Which Hypno to power up?

Its waste of dust to power up a hypno.

Depends how common Drowzee is in your area. Your Hypnos seem to have a rather low level around 22, I get 1,600+ Hypnos just from evolving random Drowzees for the XP. I wouldn't waste stardust powering them up, wait till you find better Drowzees

Don't bother with Hypnos. They were only slightly useful at the start of the game when no one had good Pokemon or knew how dodging worked.

If you're level 32, then you've probably been playing long enough to get several Pokemon that are better than Hypnos.

They're solid Pokemon, but the nerfing makes them less appealing (I haven't used mine for ages).

I did power one up to 1800 and it made an okay gym defender for a while, but that was already at around 1500 cp. I wouldn't power those up.

Have you got a Clefable - that might be fun to max out or max out a couple of electrics for speedy takedowns.
