Where do DPS values come from

What determines DPS value for each move?
I have noticed with the recent changes to the "Strongest Offensive Pokemon per Type" page that different pokemon have been swapped in in-place of previous pokemon whose DPS values have now decreased.
Is it based on animation time? Are these values submitted by users and is why it's constantly changing?
