what to power up?
Lvl 33.
Got 1 complete powerd up blissey, snorlax and lapras with optimal defensive movset and 1 dragonite with optimal offensive movset. + a couple of arcanine, alakazams and evee-evolutions. got 18 snorlax candies and 0 chansey candies, 0 lapras candies so not possible to pwr up one more of these in the near future.
Got some candies and dust to spare for one pokemon, what to use:
Rhydon lvl 20. Mud slap/stone edge. (got one on same movset fully pwrd up)
magikarp lvl 20. Got a full pwerd up gyarados on bite/dragon pulse.
Exeggutor lvl 20. Confusion+Seed bomb. (got a full pwerd up on confusion+psychic).
Ursaring lvl 30 (caught that way). Metal Claw+hyper beam.
All above of 85% IV or more.

Roll Magikarp Evo, see what you get. DT / any will make fine defender at high CP.
Exeggutor won't sit too high but that's best defense set so worth power up.
Another Rhydon could be useful depending on how many defender you need. Would wait unless needed or karp Evo gets bite.
Ursaring makes for great attacker, wouldn't power up unless you want to
