What is the point of the attack stat?

So it's been stated that attacks do a set amount of damage based on the move you use, but at the same time, pokemon have an attack stat that's factored in with their CP.

For example, Golduck has a slightly higher attack stat than Vaporeon; if they both use water gun and it does a set amount of damage, then in what way is Golduck's slightly higher attack (or even if he had 0 attack) relevant?

Technically CP should be seen as an "aggregate" number, SUMMARIZING the stats of attack, defense, and HP: if a pokemon has a higher individual attack stat than another and the same moves, it will generally do more damage in the time it is in battle than the other, though if that other pokemon has higher cp, it will likely do more damage in general, as its higher cp likely means it has generally higher longevity.
