nope it's not for offense imo, but better than SW/H and SW/HB

DT/HB has slightly higher cycle DPS than SW/O, and you will spend less than half the time stuck in cooldowns.

I'm not sure why anyone would prefer SW/O to DT/HB, it's just crazy. I guess because SW has 0.8s cooldown, whereas DT has 1.1 second cooldown -- but that's not an incredibly significant difference for the purpose of dodging.
