I have a 91% Atk 13 B/C Tyranitar and I have a question: do you think it's worth to power him up or should I choose a 84% with 15 atk and try a TM to get Crunch?

If your 84% has Stone Edge, don't TM.
If it has Fireblast, use a TM, but just settle with whatever you get.

Also, Ttar is still a raid boss today... I'm saying there's a chance!

Bite maxes out in damage really early like most fast attacking quick moves. The two points in attack will likely make no difference. Do the 91% and save TMs.
