Suggestion for dratini evolutions?

Hey I just got enough candy for my 3rd and 4th dragonite. My other two are maxed out at lvl 38 so I'm not going to use this as much on a daily basis after the dragons raid bosses leave. I really apprecite your insight and thank you!
I have a decent amount to chose and i dont really care much about IVs on this one cus i'm not sure if i will power it up)
