The strongest pokemon on offensive

i don't know if this type of question have been ask before.i know when strongest most people will say highest cp such as dragonite with DB/DP or snorlax with lick/HB, or maybe alakazam right now... but what i want to know what if they have same base stat which pokemon have the best moveset?

Strongest offensive Pokémon is a level 40.5 100% IV Dragonite with DB/DC. Hehe

I'm not sure if i fully understand your question but i'll try to explain.

If you are picking two pokemon species with same base attack then his true DPS will be the same if they use the same moves.

As example, if you pick Starmie (ATK 210) and Golduck (ATK 191) both of them will do 16 DPS using Watergun even Starmie having sightly more base ATK than golduck.

So, in the end, if two pokemon have similar base ATK and the same move, their perfomances in terms of DPS are the same.

If you are looking for the best moveset DPS regardless of the pokemon base stats using it, I think it would be Wigglytuff with Pound/Hyper Beam.

Pound is the highest DPS fast move and Hyper Beam is one of the highest DPS charge move in the game.

Totally agree.
Dragonite with DB/HB does quite the same dmg. But DB has more EPS.
If Karate Chop was not that pitiful, I would say Machamp because it has by far the best charge move.
