power up two dragonite 100%?

I'm at lvl 33 and i've two Dragonite with 100% IV, one at 3146 with SW/H and the other one at 3121 with DT/HB.
My question is: considering that they have 100% IV but not so great move sets, i should power up these Dragonite?

In order to get another Dragonite i need at least 125 candies and considering i will find a dratini with 420/430 CP in a 10k egg (in the town where i live i only found one dratini/dragonair per week) i need sooo much candies to create a good dragonite for battles and that's why i don't know what to do.
Save the candies and keep power up both dragonite? Or wait a lot of time and create a new one?
Considering that Dratini's are very rare in your area, I would definitely power them up. I myself have 2 perfect Dragonite's maxed out to 3530 with SW/HB and SW/H. I decided to power both up regardless of their moves because ideally, they would be place high as gym defenders with the exception of Tyranitar. SW/H is actually not that bad on attacking. You should try it. Also, if you are going to wait and evolve a new one, chances are, you might not get the moves you want and those candies could have been used to power your perfect Dragonite's, but it is up to you on what you want to do.
If he has two 100% Dragonites, he's either an unreasonably lucky player or has an army of Dragonites to choose from.
To put it into perspective, I'm a lv40 player (needless to say I was disappointed when the event was confirmed) and I've never even spotted a 100% Dratini on a tracker, let alone catch one... though then again I caught a wild 100% Omastar and what are the odds of that, can't complain about luck that much.
I agree that it's an excellent attacker and at the end of the day it's a matter of personal preference whether you prioritize attackers or defenders with your stardust, especially powering beyond level 30.
