Power up a legacy Gengar or TM existing one?

I have two legacy Gengar. My existing one is a 95.6% (15/15/13) with Shadow Claw / Sludge Bomb @ lvl 31. But I also have a 93.3% (15/12/15) with Shadow Claw / Shadow Ball @ lvl 19.

For Mewtwo raids, should I just TM away Sludge Bomb for Shadow Ball or should I power up the other one instead? Is there any legitimate reason to keep Sludge Bomb for Gengar?

I would tm it to save stardust.

You could do both? I have a feeling gengar will be dying fast against confusion or psychic or shadow ball variants

I see Gengar as being a niche counter against Focus Blast and maybe Hyper Beam. Even I had one powered up, I wouldn't want to use it against Psychic or Shadow Ball.
