Will a max iv level 1 pokemon powered up to max level = a max iv captured at max level?
So From what I understand is they get 2 power ups per trainer level each resulting in half a pokemon level? Or do they only level half per trainer level meaning you have to catch them at higher level because they fall behind new wild poke?

Yes, but this is theorymon, as encountering two perfect IV pokemon so soon after the game's release is quite improbable. (Technically it's harder to encounter perfect IV pokemon in the main games because of the 6 IV's of wider ranges, but there encounters are more common, encounter with interactable pokemon can be somewhat controlled, and the breeding process gives yet another way to control IV's.) Low level (1-2) pokemon very helpfully have exclusive ranges, such that you can tell that your level 11 Caterpie is definitely level 1.5, and, in this game, you're encouraged to capture everything you encounter.
