Pokemon Max Level Conflict

In the Pokemon Stats page, there seems to be a conflict regarding the max level of a Pokemon.

Under Pokemon "Levels" and Max Level, it states that "a Pokémon's level is not allowed to exceed your trainer level + 1.5." However, under Powering Up just below, it states that "you cannot power up a Pokémon past your trainer level + 1."

So when I've maxed out my pokemon and sees the notification "Trainer level is too low to power up", am I at trainer level + 1 or + 1.5?
