It's possible that the circle represents the Pokemon's current level minus one over the pokemon's current max level minus by one, instead of simply its current level over its current max. In that way, it'd be a "progress graph" instead of a "level graph", but accurately (if not cryptically) represent much the same thing.

It says that minimum pokemon level is 1 (on the most left side) and pokemon's level is not allowed to exceed the trainer level. But how about when the trainer level is 1. When starting the game and you would get a starter pokemon, at that time the trainer level is 1, and the white dot of the curve of the starer pokemon is on the most left right(we could check this in some youtube video), which means you could be able to power up the starter pokemon at the trainer level 1. So, is this mean, the minimum pokemon level should be 0 not 1?
