Is that PM moves can inherent？

I just found something interesting. I evolved draniti with first move of dragon breath, and I get a dragonair with the first move of dragon breath. I did the same test for shellder. I evolved shellder with ice shard and get Cloyster with ice shard. And I did few times the same test. The answer is the same. So I just wonder is that PM move can inherent?
