Palkia is a good Pokemon but it is not quite meta relevant after its raid boss time. Therefore, I wonder I should power it up now or not. I just got a 98% L20 one moment ago.
Definitely a Top Tier Pokemon, yes outclassed by Rayquaza and eventually Garchomp, however definitely not a 'mon to pass on. Save the candy and wait for the eventual return of Rayquaza. Would be a good addition to a team that is going up against rayquaza with flying moveset!
And also (In my opinion) Palkia looks freakin' awesome! Adding some variety to your 6 unique dragon team!
My 100% is at level 35 so far, I don’t need it but I like it. Others I have: 5 max OR Dragonite, max Rayquaza, level 39 Ray, max Salamence, level 39 Latios***my half baked theory is it’ll help vs Latios/Latias return visit(s) and any future Giratina, not vulnerable to Giratina Ancient Power is a very small niche

Like Mouton said, he is a good investment for your team should you lack good dragons and will be an optimal, if not the very best counter for the future raid boss like the generation V Reshiram (Dragon/Fire) and also Kyurem (Dragon/Ice).
Ultimately it depends on what the rest of your dragon squad looks like or if you really like it and want to use it anyway. Its typing offers different resistances compared to the rest of the top dragons.
I'd say 98% would be a safe bet to power up, but I'm always hesitant to do so for raid bosses that are currently in the rotation. A Murphy's Law of sorts, you could begin powering up this one then later catch a weather boosted 98% that would have saved you some dust/candy, you could catch a 100%, you could get a > 90% lucky where the dust savings outweigh a stat point or two depending on your stardust, something like that.
Palkia currently has the second highest dragon DPS in the game and its unique typing offers it some advantages in the future. It will resist steel attacks from Dialga, double resist fire attacks from Reshiram, and be neutral to ice attacks from Kyurem. The ice neutrality is especially relevant, because our Rays/Nites/Salamences/Garchomps will get OHKO'd by pretty much any ice charge move.
I'm personally going to power up one Palkia because it has its own niche, I like diversity, I can't turn Palkia candy into Rayquaza candy, Palkia is a strong option in pokedraft and it looks pretty cool to boot.
