observations on levels of wild pokemons and hatched pokemons

I'm currently level 26, half way towards level 27. Now almost all (maybe all, didn't really keep track) my hatched pokemons are level 20, should this be a phenomenon? And according to my own observation, all the wild pokemons are INTEGER levels, could be even, but no 0.5 levels happen. I didn't waste too much stardust on verifying this, so this could be wrong. But hope somebody can verify this since it would then be much easier to determine the level of a wild pokemon, thus helping to decide its IVs (whether its a strong one or not).
