They both have overheat? If so probably the 14/14/15 if only otherwise power up the One with overheat if any

I'd go with whichever has higher cp at catch , the difference of 14 to 15 atk won't be noticeable so just go with whichever spread gives higher cp . Those are both very very nice catches

Really close call, are you using a/d/s? I powered my 14a/15d/14s to 2508cp level 27, I just wanted it to be my biggest fire attacker. I'll improve it after quite a few other projects.

i'd go with the 96%. you really are not going to notice the 1pt iv loss in attack, but moltres like all fire are a bit squishy with thier long move sets and the extra pt in hp and def will help in the long run. Old addage - 2 is better than 1. ps don't wory about moveset tm's are easy to come by
