It has the lowest attack stat of all dark types. Its attack is lower than Blissey's.

he has very low attack stat for be a good attacker, but he is kinda tanky so he might resist more hits but people prefer strong dps or dps with decent survivality for raids

That's as if you would battle with Chansey because of his survivalbility. Implying you won't really contribute taking down the raid boss what so ever.

As others have said, it's mainly because of the low attack stat. Umbreon has pretty decent HP and really good DEF so it takes less damage, but it doesn't deliver a hard punch with it's attacks. And in most raids, you need to deliver a lot of damage quickly. And with Mewtwo that's going to be a definite

Why not murkrow better attack than umbreon.
