Max lvl Pokemon

Hello,

I have a question about the max lvl a Pokemon can have. I know a Pokemon shouldn't be able to lvl any higher than the trainer lvl. At this moment, however, I'm lvl 13 and my Eevee is maxed out at 408 CP. According to the Eevee CP chart (http://pokemongo.gamepress.gg/pokemon/133) this is impossible, since the max CP of a lvl 13 Eevee should be 400. Also, I'm almost certain my Eevee has needed 1600 stardust to powerup for at least 2 or 3 powerups now. Does anyone know what went wrong here? Thanks very much!
