I wouldnt waste it since you already have double fighting.

Agree. Machamps legacy charge moves just don't do enough damage.

Karate Chop was weak prior to the move rebalance but now it's pretty good because of its high energy gain.

Not sure whether Counter is better, but if you don't have the option to spam evolve Machops until you get C DP, you could try to get a KC DP or KC CL Machamp instead which should be good enough for raids.
