Long Distance Trading

You cannot trade with someone who is 99km away from you.

I dont think so, at least with the current 100km distance for three candies. IF they add long distance trading, the distance requirements for more candy would need to be much greater.

Amd its within 100 meters for trading, I believe.

No, they won't, because then the point of regional pokemon will be completely lost. As soon as one comes out, people in that region will collect them and trade them away for other regionals, or whatever they need. Tropius is a hot commodity now for PvP, but you want one, gotta go to Africa or know someone who has and will trade you one.
