Legacy vs current Dragonite

I dug out from the depth of my box an old dragonite with 15 in pv and atk but only 7 in def (82% in total). But he has dragon breath, (and hyper beam but that one is easily rectified).
I'm keeping it of course but should I power it up, or another one with higher IV's and dragon tail?

Current dragonite with dragon tail and outrage is the best for raids, but with dragon breath is better for pvp
I have 84 ivs with dragon breath and dragon claw and i maxed him and is awesome for master league

Power up a higher IV DT/OR Dragonite instead.

DT is better for PvE. While DB is great for PvP, you also need to have DC to make Dragonite good in master league.

Gyms/raids: Dragon Breath is better if you are trying to dodge all attacks. Otherwise, Dragon Tail is better.

PVP: Dragon Breath is generally better, but Dragon Tail has a little better energy generation.
