Lapras/Snorlax defending moveset ranked B, worse than tier 3?
Hi, I was wondering if a defending moveset of Lapras or Snorlax that's ranked with a B (Frost Breath/Ice Beam, Lick/Hyper Beam respectively) is ranked worse than a tier 3 defender's optimal moveset?
Asking this because only Omastar has a sidenote that says he's one tier lower with a non-optimal moveset, which looks to me like even non-optimal movesets of tier 1 defenders are outclassed by optimal movesets of tier 3 defenders...

That's incorrect. The moveset rankings are designed to compare two pokemon of the same species to one another. They are not an absolute raking system, and they don't neatly map onto the attacker/defender lists (because some pokemon are intrinsically better than others regardless of moveset). For example: a ZH/BS Snorlax is rated an A defender, while a L/E Snorlax is rated a D defender; the former is obviously a better choice compared to the latter. However, both Snorlaxes would rate as Tier 1 (or maybe Tier 1.5) defenders due to Snorlax's huge HP pool, high CP, lack of elemental weaknesses, and decent DPS.
