I jst hatched my first ever Lapras, with 78%IV Ice shard/Blizzard, 1675 cp.
Power up? I m lvl 28.
Many people are gonna tell you to power it up right away "lol it's a lapras..." etc.
But I would wait for 3 reasons.
1) You dont have enough candies to power him up to max so put him as buddy and wait
2) Blizzard is the worst of the 3 charged moves for defense by far, trust me (Ice shard Loklhass is made to be a defender not attacker)
Icebeam>DragonPulse>>Blizzard
3) IV is a bit low even though acceptable
I agree that he should wait to get more candies before power up just in case he got another one with higher IV's.
But I don't agree with the moveset, Blizzard is really hard to dodge for a lot of people, the ice covers the screen and if you are not very careful and miss dodge it you are dead.
For me the rank moves on defense are IceBeam > Blizzard > Dragon Pulse
Waiting is alright if you just have the patience, it is still unlikely that he will find a better one that's for sure.
For movesets however you are completely wrong. Blizzard is a lot better than Dragon Pulse. Firstly, Blizzard has significantly higher damage output and many people still don't even know that Blizzard can be dodged, also the animation can be confusing for some, whereas dodging Dragon Pulse is pretty trivial. I don't know where you get your information.
It depends what the gym entry point is in your area and how many candies you have as to whether he'll make a usable defender in the short time. Walking him as a buddy will get the candy to put him higher up gyms, but if you haven't got an alternative Dragonite killer you could use him as is as an attacker.

In my area there are several lapras in gyms. I fought and prestige against all kind of lapras. What is written everywhere is wrong. Blizzard is very easy to dodge. And comes only once maybe twice and after a long time. While dragon pulse, like ice beam can be used 3-4 times by Lapras. They are less predictable and tougher to dodge. They sometimes come twice in a row.
Plus dragon pulse does same damage as ice beam vs fire type which is used a lot vs Lapras. It's only worse against electric type but still does fine. Blizzard is like HyperBeam or solarbeam.
Dont listen to people who just repeat what they read and have no experience of fighting against Lapras.
