Is Ice Shard Blizzard Lapras' best defensive moveset?

I ran some simulations on Pokebattler.com and Lapras with Ice Shard Blizzard performed better than a Lapras with Ice Shard Ice Beam against Machamp, Jolteon and Flareon (Lapras's strongest counters).

What do you think? What's the best moveset and how much are these two movesets difference in performance when it comes to defence?

When facing Lapras I fear IB way more than B. It's sort of like facing HP opposed to AT or WP on Vaporeon. W/ B I can dodge that 1 attack and spam away while dodging quick moves. I can't do that w/ IB since I have to be cautious.

My lapras got "B" on defending moveset (Ice Shard Dragon Pulse). The difference between Icebeam/DragonPulse is really big defending?

It's the difference between STAB and non-STAB. It will catch an attacking Dragonite off guard, but that's about it...

Dragon Pulse would actually do far less damage than Ice moves ... Dragonite double weak to Ice plus STAB, whereas only single weak to Dragon plus no STAB.

DP compared well with Ice Beam pre-update, as both attacks had the same damage multiplier against the most common Lapras counter (Arcanine). STAB + NVE = no STAB + neutral damage.
