Total value = 2150 coins
Factor = 2150/1500 = 1.43
Great Box : cost = 550 coins
x2 incense = 100 coins
x4 incubaotos = 600 coins
Total = 700 coins
Factor = 700/550 = 1.27
Special Box: cost = 250 coins
x2 incubator = 300 coins
Factor = 300/250 = 1.2
This is totally dependent on whether or not you value incense the way it is priced. There's no debate on the value of incubators, but incense value is personal. I personally don't give a Rattata's ass about it, but apparently rural players have better luck with/more use for it.

For me incense does not worth 80 coins, 10 coins max, I have used all the incenses you get from leveling up until 34, and haven't got a single good spawn from them, the best value for me is the special pack as you save 50 coins from the incubators ;).
Always remember that incense "attracts" mons from your area, unless you are a rural player that choses randomly from the hole mon pool you will get mostly the mons that spawn normally near you, that's a lot of pidgey, rattata, weedle, zubat and more crap, just a cluster spawn of 5+ common mons worth more than the incense for me.
And I know that a lot will say yes i got snorlax from incense, and charizard, and even lapras, the question is how many incenses have you bought/used and where? 1 good mon per each 1.000.000 players that use incense maybe?
And the proof is that they put incense on those packs because they don't sell too many of them.
