How do we know if our Pokemon will reach max CP?

Now that we have a list of max CP for each pokemon. How can we determine if our pokemon will reach that max cap or come very close to it? Yes hidden IV's are there and wasting stardust we might get a better idea of our pokemons potential. But I want to save this stardust for the real pokemon who will stay with me end game.

Example: If I catch a decent(I think) pokemon at lv 24 and keep feeding him stardust as I level, could he be max CP at lv 40?(2 years from now).

How can we determine which pokemons to keep or discard?

As the conclusion of that wild pokemons might not always be odd levels u need to spend stardust

Feed it stardust until u know the pokemons level from http://pokemongo.gamepress.gg/power-up-costs

then calculate max cp with this
Max CP = ((Base_Attack + 15) * ((Base_Defense + 15)^0.5 * (Base_Stamina + 15)^0.5 * Total_CP_Multiplier^2) / 10
