How can i select the best pokemon?

My theory is: discard the lowest cp ones, and between the strongest watch carefully the white dot position in the arc, compare them because sometimes I have found that same position doesn't mean same CP so higher CP in lower (more to the left) position is a pokemosn with better potential. But again: my theory
