Hatched shelldar debating about evolving

Shelldars are really rare around here, I get them basically from eggs mostly. The best one I have is a 2500 dust "certainly caught attention" one, and I would have 16 candies left over. I am just figuring out if Cloyster is worth getting a better one for, or just evolve this one and never power it up, for prestiging.

Cloysters are very useful for prestiging. They are my go to against Dragonites in friendly gyms. If it is really rare to get Shellders, I would say evolve it as IVs are less important for attackers/prestigers IMO. Pray you get Double Ice Frost Breath or Ice Shard / Avalanche ... just not HP.
