Here ppl tell "encourage attack" ideas and think its best way to solve stagnant gyms problem.

You guys dont understand the problem?
If 99% of player base in your city is Instinct, there is no attackers!!!!!!!
This will only encourage multi account using and nothing else.

Cant encourage something that dont exist.

well, look at it this way... soon there will be a lot of non-instinct accounts in your area. I mean... they will just be alt accounts for people cheating the system, but it will increase turnover.

Where is instinct the majority?

All places with spoofers.

There is noway everyone is yellow unless you are 10 people or something. You are just makin it up.

In my village 95% or more of the players are Mystic. I think most Instinct come from out of town so on occasion a few close-by gyms turn yellow. Even if the Instinct / Valor wanted to help they couldn't because they will soon run out of healing potions.

The bottom line is that rarely does a gym get attacked and people still feed pokemon berries, probably to get stardust.

I don't know how widespread the problem is, but I hope it gets solved.
