A gym always host the same level of raids?

My city has only 1 gym. I was really worried about it but we do have raids!
Until now 3 happened and they're always level 4.
Great, right?! Not exactly. We only have 9 or 10 regular players. And form that, only the same 3 or 4 appears to fight. So it's absolutely impossible to kill Snorlax and Lapras with so few with only level 31 or lower (also we have just 3 pokestops so leveling up ir hard as hell).

The gyms tat you follow have different raid levels or they always repeat? Thanks

maybe you should start a group to let everyone know when there is a good raid.

We do have one! That's not enough =/

Looks like you need Spooferman to rescue you from Niantic evil rural plan to let raid bosses kill off all your pokemon forcing you to buy max revives and max potions from the store.
