Altaria and Munchlax are great options that get the second charge move for cheap. Hitmonchan evolved from Tyrogue also gets it cheap and can be a very powerful player since with IP/TP it can hit many relevant and commonly used pokemon for SE damage and charges fast.
EDIT: I also want to mention Vigoroth because I loved it as a starter even before they buffed Body Slam. Haven't tried using it now but I imagine it's even more amazing now.
