Gengar - power up?
I have the following Gengar
CP 1040 (lvl 14)
95.6% (A15/D14/S14)
SC (legacy)/ShB
I don't think he's much use for prestiging due to lack of bulk? And my fingers are itching to power him up to 30 (cost 99,600 dust, candies not an issue). I just think he's cool and I like the moveset. But I'm also thinking whether I would get much use out of him, with Psychics all "counter-countering" him, if you will.
How does he fare against the top mons? I guess he'll be no good against Snorlax or Blissey as they resist ghost, but how about Dragonite, Vaporeon, Gyarados, Rhydon? They're probably more common in gyms near me anyway, especially the latter two.
Would you go for it? I know it's expensive but I'd like to have a useful Gengar, if there's such a thing?

Yeah I am in similar position, except that mine is at level 3...
I'm a little bit short of stardust, so he is not in my priority list. And I haven't decided to power him up in the foreseeable future.
My personal reasoning is that Psychic/Ghost are not so common and Gengar is just the extreme glass cannon. Perhaps I'll power him up in the future when strong Psychic denfeders become a thing.
I also have a SC/ShB Gengar with good IVs, but I don't plan on powering it up soon. There aren't enough preys out there for it to be worth the stardust. And if there us a need for a general prestiger or attacker I would rather go with an Umbreon or vaporeon (respectively) since those two are so bulky.
