lol I have 400 Tentacruel candies and like 10 of them being used as prestigers much like anyone who lives near water biome. I can only laugh at the thought of a Tentacruel bump.

Tentacruel is quite a decent defender to be honest, I got one with 100IV and best moveset but I haven't powered him up yet.

I think he's the CEO of the company and not a developer/programmer and I also dont think he in particular is very familiar with the Pokémon universal and the fact that tentacruel is his buddy is insignificant. He might as well make kingler or parasect as his buddy loool

I think your looking to much into it

Tentacruel got about as big a buff as it ever gonna get when they lowered acid and poison jabs cooldown to .8 seconds, vs what I believe was 1.05 before. Now it pumps out a much more respectable 13.75dps, even with its slow attack stat.
