Dragonite IV difference

Hi,

I have these two dratinis:

atk 12, def 14, hp 15 (91%) atk 14, def 15, hp 12 (91%)

I am wondering which one is worth evolving?
I want to use it as an attacker and the second one would be better but when doing simulations with a lv 30 blissey both are the same and sometimes the first one does better (!!??!?!)...

What am I missing? Please advise.

Hp should make the biggest diffance in attackers, this is why the hp one is better or the same as the second one, even if it has lower attack stats as attack stats make almost no sufferance on a dragonite since it already has such a high attack base stat

Are they the same level? If not, go with the higher level one and stop over thinking it.
