78% IVs (good in my eyes), 1679 CP, candy is incredibly rare in my region. Thoughts (on moveset)?

Probably the worst possible all-around set unfortunately... I might try to run through a few incubators and try to hatch another one or two for a re-roll, Phanpy is in the "common" tier for 5ks.

I hatched 2 Phanpy. Both had the same IVs and same CP, so I sorta just rolled the dice. Makes you wonder what would've happened if I evolved the other one.

Probably the same unfortunately :( I'd keep hatching, you're bound to get some more candy soon. Worst case scenario you can walk him as it's only 3km per candy.

By far his worst moveset. It was the first set I got from him as well. Stay strong my friend.

For now, my 88% IV Rhydon (2164 CP) with Rock Smash/Earthquake will have to do?. Jk, he's a solid Pokémon, and with the rock event I have enough candy to power him up.
