Yes, actually, a lot of people seem to be reporting that this is the case. People have encountered Dragonite, Venusaur, etc. Then again, I encountered a CP-15 Nidoking at a very early level (one of my first encounters, before I had seen a previous evolution), and also saw a Nidoqueen before I had gained some of my last levels (also before I had seen one of its previous evolutions), so I don't quite understand why I'm so in with the Nido Royals.
