Your trainer level at catch time shouldn't affect peak stats, unless the algorithm for randomizing IVs takes your trainer level into account.
However, the sheer number of candies it would take to power up that far is probably better off spent evolving for XP unless it's a Pokémon without evolutions.
Is it possible to backwards calculate a pokemon's IVs?
I understand that it would take a lot to level up a lower pokemon, however I don't care if I have to spend 2x candies on a pokemon if it would have better stats end-game.
For example there are Dratini nests around the Bay Area. I can go and farm a ton of Dratini over the course of multiple levels. If I can determine if one of my old or low CP dratini have near or all level 15 IVs in the three stats I would save and power that one up to eventually have the best Dragonite that one could possibly have.
This right here will be very important end-game or for meta.
Additionally a question I would love to know is if the IVs change upon evolution as that would destroy the above plan.
