Trades are strictly local, and IVs are re-rolled with each trade, meaning everything ya said doesn't work.

A) trading legendaries with a non-ultra friend takes tons of stardust. B) you can't trade with random people you find on the internet without spoofing, which is generally frowned upon in most forums. C) the IVs completely re-randomize upon trading, level is the only thing that matters when trading (along with your friendship level).

Aside from the very good points the others have mentioned, I'd add that the chance of Rayquaza appearing again in raids this year (likely also with shiny form) is fairly high. Just be patient.
