Dazzling Gleam or Moonblast for Clefable (PvP)?

I added a 2nd charge move to my Clefable and got Moonblast (I already had Dazzling Gleam). I wanted Meteor Mash, but got Moonblast instead. I went to check out both movesets to see if maybe Moonblast is better in certain situations. To my surprise, Moonblast and Dazzling Gleam require the same energy (70). I know that Moonblast isn't a good move in PvE but I don't use my Clefable in raids or gyms. So, should I keep Moonblast and TM Dazzling Gleam or vice versa? from the tests that I made, they charge exactly the same in PvP, so personally I don't see how Dazzling Gleam can be better when Moonblast has more damage (130 without STAB) than Dazzling Gleam (110 without STAB).

If Clefable will be PvP exclusive there's no reason to keep Dazzling Gleam on it. Moonblast is a direct upgrade for the reason you explained - they require the same energy but Moonblast has higher base damage.

Moonblast isn't bad for PvE, it's just not as good as Dazzling Gleam, the latter being a 2 bar move, so it fires faster.

Moonblast in PvP is clearly superior to Dazzling Gleam, for the reasons you spelled out - same energy, 20 more damage. TM the Dazzling Gleam to get Meteor Mash (hopefully).

Personally, I'm looking for something decent with Disarming Voice, that sits somewhere between Dragon Claw and Aqua Tail, with a low energy requirement (40) and a good D/E at 1.56, almost the same as Dazzling Gleam with just over half the energy required. But everything either has Low CP, no STAB, bad fast moves, or some combination of those.
