so it is pretty clear that cp is not a clear indicator of pokemon strength. i could have a rattata with 15 ivs in stamina and a ratatta with 13 ivs in atk or defense. the 13iv one would have a slightly lower cp but would technically be stronger. seems more like a general indicator for strength. is this the correct interpretation? what is it really there for then?

All CP is the result of a formula combining your Pokémon's level, attack, defense, and stamina and weighting attack very highly in the calculations.

In that sense, it is indeed an indicator for overall strength. It's just biased towards Pokémon with higher attack.
